1 Basic Principles

To promote the reform and development of schools and achieve the high-quality development goals during the 14th five-year plan period, the University must follow the following basic principles:

1.1 Adhering to Educating Students by Socialism with Chinese Characteristics

In essence, educating people by virtue is to fully implement the party's educational policy, promote Xi Jinping thought on socialism with Chinese characteristics for a new era and the spirit of the 19th national congress of the party ", educate people in the process of teaching, give morality first place in the process of education, and strive to educate new people of this age who bear the great role of national rejuvenation. Always adhere to the socialist direction of running schools, focus on students, take care of students, serve students, constantly improve students ' ideological level, political consciousness, moral quality, cultural quality, and educate students into socialist builders and successors of the all-round development of morality, intelligence, intelligence, body, beauty and labor.

1.2 Promoting High-quality Development

1.4 Keeping the University Open Up

Opening is not only an important embodiment of universities performing the basic functions of social services, but also an inevitable choice for high-quality development in the new era. Focusing on the task of talent training in the new era and the development goals of the University, the University will coordinate various resources inside and outside the University, gather forces from all parties inside and outside the University, promote international exchanges and international cooperation of the University, and improve the international running level of the University.

2 University-Mission Orientation

Centering on the goal of the University of educating applied professionals, the following positioning is further defined:

——University type: applied private undergraduate university. Applied undergraduate university is a type of university that differs from academic undergraduate university. Academic undergraduate universities mainly educate professionals that will be engaged in teaching and research, while applied undergraduate universities mainly educate professionals that will be engaged in the forefront of production, meeting the needs of economic development and enterprises. Applied undergraduate universities put great emphasis on students’ practical abilities and innovative abilities.

——University level: mainly offering general undergraduate education, giving consideration to higher vocational education, and developing postgraduate graduate education in proper time.

——University objective: leading application-oriented private undergraduate university in China with featured characteristics that serves the local economic and social development and meets the needs of the industry and enterprises.

3 Main Objectives

Implement the fundamental task of "Moral Education", innovative talent training mode, deepen innovative education, educate high-quality applied talents, deepen comprehensive reform, accelerate connotation construction and characteristic development, improve the complete, scientific, effective internal governance structure system; continuously optimize professional layout, multidisciplinary support; teacher structure, reasonable coordinated development, better talent environment; actively develop interdisciplinary, cross-major research cooperation, the University continues to move forward; a new round of postgraduate application was launched to achieve a quantitative improvement and quality breakthrough in the joint training of master 's students and master's tutors. The level of international schools has been greatly improved, and their comprehensive strength and ability to serve economic and social development have been significantly enhanced.

3.1 New Level Discipline Development

Focus on the changes of social needs and the construction of top-tier disciplines, vigorously improve the existing superior disciplines, accelerate the cultivation of cross-disciplines, emerging disciplines and applied disciplines, actively educate and introduce talents from high-level disciplines, and comprehensively improve the discipline strength and talent training ability.

3.2 New Level of Student Education

The University will stabilize the size of full-time students, increase the proportion of undergraduates, and expand the scale of postgraduate graduate students in joint training majors. The University will explore a new model of training application-oriented talents suitable for the actual situation of schools, strengthen their professional advantages and characteristics, improve the "Five Education" training system, and significantly enhance students ' professional ability, comprehensive ability and innovation ability. In 2015, there were 35 undergraduate degree programmes/majors at the University, accounting for 58.33% of all programmes/majors. (Note: all programmes/majors include for bachelor degrees programmes and for 3-year diploma programme.) In 2020, there were 47 degree programmes/majors, accounting for 59.49% of all programmes/majors. The number of undergraduate degree programmes/majors has increased by 12, and the proportion of undergraduate degree programmes/majors has increased by 1.16%. In 2015, there were 21,827 undergraduates at the University, accounting for 60.9% of all students. In 2020, there were 20,334 undergraduates, accounting for 63.65% of all students. The number of undergraduates remained stable, and the proportion of undergraduates increased by 2.75%.

3.3 New Achievements in Team Development

The total number of teachers will be increased moderately, the professional level will be significantly improved, and the structure of the faculty will be further optimized. The proportion of teachers with comprehensive abilities will be further increased, and the professional abilities and practical abilities of young and middle-aged teachers will be further enhanced; the teaching and research assessment and personnel management system will be further improved; the quality and structure of the administrative team and technical support team will be further improved as a whole, and the team developing quality and innovation ability will be significantly improved. The compensation system will be more reasonable, the level of compensation and welfare will be further improved, and the incentive efficiency will be further played.

3.4 New Breakthroughs in Research and Social Services

The University will strive to get projects approved as national projects such as the national natural science fund, the national social science fund, and the humanities and social science project of the Ministry of Education every year, the average annual total number of research projects will increase steadily, and the proportion of horizontal projects will increase significantly. Cooperation with well-known universities, research institutes, and government institutions has been further strengthened, and the level of research has been further moved forward in the ranks of private universities across the country. The construction of research platform has been further strengthened, the transformation rate of scientific and technological achievements has been significantly improved, and the decision-making consulting ability of think tanks to serve local economic and social development has been further demonstrated.

3.5 New Progress in International Education

The University will stabilize the number of international students, expand the scale of international collaborative programmes, promote international major validation, and expand the scope of validation majors in proper time. The University will increase the scale of summer exchanges, promote international exchanges among teachers, students and administrators, promote cross-cultural exchanges and broaden the international vision. At present, there are 316 international students from 28 countries at the University, 200 of whom were enrolled in 2018, 87 in 2019 and 29 in 2020. The University has cooperated with the University of Derby in the United Kingdom to organize higher education programs for clothing and apparel design and environmental art design. A total of 40 Chinese students have passed the test held by University of Derby and have been officially registered. Boya International College of the University has established friendly cooperative relations with overseas universities and has established "3+1+1" and "4+1" cooperative programmes. In 2020, 66 students were enrolled into the cooperative programmes.
