The 14th five-year plan period is a historical convergence period for China's "Two Centenary Goals" to follow the past and a key leapfrog period for Jiangxi province to make a demonstration in accelerating the high-quality development of the old revolutionary base areas and be the first in promoting the rise of the central region. It is also a critical period for the University to promote the high-quality development of distinctive characteristics and leading application-oriented private undergraduate universities in China. The development plan of the 14th five-year plan of the University is formulated scientifically, in order to further improve the quality of talent training, enhance the educational ability and comprehensive strength, better serve the local economic and social development, promote the high-quality development of the University, and formulate and implement the plan in combination with the actual situation of the University.

This article elaborates on the development achievements of the University over the past 5 years (2016-2020), analyzes the development Road Map of the next 5 years (2021-2025), outlines the development methodology and clarifies the future development targets of the University from four aspects which are Development Foundation, Development Methodology, Development Road Map and Development Support.

The first chapter, Development Foundation, mainly elaborates on the achievements made by the University over the past five years (2016-2020) by sticking to the educational concept of “student-oriented, education by objectives, continuous improvement”. The achievements could be categorized as student education, disciplines and majors, international exchanges, research, faculty, campus culture, infrastructures, etc. This chapter also analyzes the development situation in next five years (2021-2025) of the University.

The second chapter, Development Methodology, elaborates that in next five years (2021-2025) the University will stick to the principles, such as educating students by Socialism with Chinese characteristics, high-quality development, reform and innovation and open up, clarifies the University type orientation of next five years, which is application-oriented private undergraduate university, and sets up main objectives for next five years, which are new level of discipline development, new level of student education, new achievements in team development, new breakthroughs in research and social services and new progress in international education.

The third chapter, Discipline Construction and Development, mainly elaborates the road map and specific quantitative indicators made by the University according to the main objectives set up in Chapter 2, in aspects such as student education, organization and personnel, discipline construction and development, research and development with wider community, international exchanges and collaborations, cultural construction and campus construction. In next five years (2021-2025), the University will make unremitting efforts to achieve these objectives.

The last chapter, Development Support, mainly elaborates the support from the University in for aspects, which are political support, organizational support, institutional support and funding support, in order to achieve the objectives of next five years (2021-2025) set in Chapter 2.
